The committee said continuing to reappoint the group year to year undermines institutional memory and complicates oversight of multiyear capital projects such as consent-order compliance and major pump-station and force-main work. Several members urged the commission to consider staggered terms, alternate (nonvoting) members or reconstituting the group as a standing infrastructure advisory board.
