The Berkeley County Planning Commission on Tuesday evening voted to advance or advertise final-plat public hearings for multiple subdivision and site plans, and spent the longest portion of public comment and discussion on traffic, phasing and school impacts for Arcadia Springs North Section 2.
Commission members unanimously approved staff recommendations to move Potomac Overlook Estates, Stonecrest Lot C5, Arcadia Springs North Section 2, Boyd's Crossing connector road, Heffley Motor Company, Willow Glen, and phases 2 and 3 of Foxtail Mills forward in the review process. Several residents and the developer discussed updated traffic studies and timing for Arcadia Springs North, a large residential proposal east of Vancleasville Road.
Arcadia Springs North Section 2 is proposed as a sketch-plan revision for approximately 280 single-family detached lots on about 116 acres to be served by public water and sewer. Lynch Christian, with Monarch Development Group, said the developer revised earlier approvals, reduced density, purchased adjacent acreage and is preparing fresh traffic and DLH (trip generation) studies before preliminary submission. "The original sketch plan was approved for something like 660 lots. We proceeded with a section 1 preliminary plan for about the first 330 lots... section 2 will probably take and construction probably won't start for another year," Christian said, adding that section 1 sold out after about five years of buildout.
