The Berkeley County Planning Commission on Tuesday evening voted to advance or advertise final-plat public hearings for multiple subdivision and site plans, and spent the longest portion of public comment and discussion on traffic, phasing and school impacts for Arcadia Springs North Section 2.
Commission members unanimously approved staff recommendations to move Potomac Overlook Estates, Stonecrest Lot C5, Arcadia Springs North Section 2, Boyd's Crossing connector road, Heffley Motor Company, Willow Glen, and phases 2 and 3 of Foxtail Mills forward in the review process. Several residents and the developer discussed updated traffic studies and timing for Arcadia Springs North, a large residential proposal east of Vancleasville Road.
Arcadia Springs North Section 2 is proposed as a sketch-plan revision for approximately 280 single-family detached lots on about 116 acres to be served by public water and sewer. Lynch Christian, with Monarch Development Group, said the developer revised earlier approvals, reduced density, purchased adjacent acreage and is preparing fresh traffic and DLH (trip generation) studies before preliminary submission. "The original sketch plan was approved for something like 660 lots. We proceeded with a section 1 preliminary plan for about the first 330 lots... section 2 will probably take and construction probably won't start for another year," Christian said, adding that section 1 sold out after about five years of buildout.
A resident, Jeff Kelvin, asked when a larger sketch map would be available; staff and the applicant said plans were on display and that an updated traffic study is expected before the preliminary plan is filed. "It is anticipated that that would be done prior to the preliminary submission," a commission member noted while recognizing traffic will be a recurring topic.
Commissioners and staff pressed the applicant on timing and traffic modeling. The applicant confirmed an earlier waiver (Article 5, Section 504, Table 5.3) had reduced single‑family lot widths from 75 feet to 63 feet on the larger Arcadia approval; the current sketch is being reworked and will follow standard scoping and review processes before the preliminary stage.
Foxtail Mills phases 2 and 3 and related comments drew questions about West Virginia Division of Highways (DOH) entrance permits and intersection impacts. A developer representative and staff said DOH issued an entrance permit and did not require upgrades at the Bennington Road/Route 11 intersection for the Foxtail Mills submission. County staff said DOH did not require improvements tied to the permit, though commissioners raised concerns about queueing and left‑turn operations during peak hours and noted related nearby projects could change traffic patterns.
On Boyd's Crossing (connector road serving Section 3 Phase 1b), Dan Murphy of Greenway Engineering described the proposed bridge and connector road that will provide a secondary access; staff said the county engineer reviewed the submission and found it compliant with the subdivision ordinance.
Routine agenda business included approval of the meeting agenda and minutes and introduction of two recent appointees to the commission. Staff presented an activity report and said Berkeley County is planning a comprehensive‑plan update; the county has kicked off work with a consultant team and expects interviews with commissioners in early April.

What matters: Several projects together represent hundreds of housing units in Berkeley County; Arcadia Springs North—at 280 lots in the sketch under discussion—drew the most substantive public and commissioner questioning about traffic, phasing and school impacts. Commissioners and staff repeatedly noted that updated traffic studies and DOH entrance permits are part of the next review steps before final approvals.
The meeting closed with staff asking commissioners to review the activity report ahead of the next meeting and with a preview that the county's comprehensive plan update process is underway and will involve interviews in early April.
