JFAC moves small corrections inside Health & Welfare budgets; two expenditure-category swaps approved

The Joint Finance and Appropriations Committee approved two reclassification motions for the Department of Health and Welfare on Jan. 17 that move limited sums from trustee and benefit payment categories into operating expenditures so the department can properly execute contracts.
Janet Jessup told the committee that the Department of Health and Welfare had placed two items in the trustee and benefit payments category that need to be in operating expenditures because the dollars will be paid out under contract to third parties. State law limits the departmentโs ability to move monies out of trustee and benefit payments without legislative permission.
Representative Price moved the first correction: a $160,000 reduction from the Idaho Millennium Income Fund in trustee and benefit payments and a $160,000 increase from the same fund to operating expenditures for the Substance Abuse Treatment and Prevention Program. Senator Bierke seconded; the motion passed on roll call 20โ0.
Representative Price then moved a similar correction for the Physical Health Services Program: a $240,000 reduction from the Central Tumor Registry Fund in trustee and benefit payments and a $240,000 increase to operating expenditures from that fund. Senator Bierke seconded; that motion also passed on roll call 20โ0.
Committee staff said both actions are bookkeeping corrections that align appropriation categories with the departmentโs contracting procedures and do not change the total amounts available in the affected programs.
