The Joint Finance and Appropriations Committee approved a technical correction for the Department of Environmental Quality (DEQ) on Jan. 17 to rectify how an appropriation was recorded in fiscal year 2025.
Janet Jessup, budget and policy analyst with Legislative Services, told members that money in the agency’s records had been treated as a reduction to DEQ’s general fund appropriation when it should have been recorded as a transfer from the general fund. The change restores the agency’s appropriation and ensures those monies are not required to be offset elsewhere in DEQ’s budget.
Senator Woodward moved a one-time appropriation and transfer of $2,000,000 for the Department of Environmental Quality Water Quality Program; Representative Manwaring seconded. The motion passed on a roll call where the Senate and House members on the committee voted unanimously (20–0). The committee’s action carries a due-pass recommendation.
Committee members did not debate policy specifics of water-quality programs during the correction; staff characterized the motion as an accounting fix to align appropriations with statutory and administrative practice. No new programmatic direction was given.
