Beef cattle rules reorganized; nutrient management consolidated across industries

Committee members approved revisions to the rules governing beef cattle feeding operations (docket 0204152401) that are organizational in nature and carry no new regulatory impact, the committee heard.
Dr. Scott Lively said the department moved common language about soil sampling, record keeping and land application into IDAPA 020430 (rules governing nutrient management) to reduce duplication across dairy, poultry, commercial truck wash and beef rules. "There is absolutely no regulatory impact of this, it's just ... relocation to rules governing nutrient management," he said, adding that the beef-specific 120-day lagoon retention requirement remains unchanged.
Representative Pickett and others asked clarifying questions; Representative Pickup moved to approve the docket and the committee approved the motion by voice vote.
The department said the reorganization is intended to reduce producer confusion by centralizing uniform requirements while keeping industry-specific provisions in each sector's rule.
