Committee begins multi-meeting review of facility-use policy, flags ‘special property’ language for Old Bulldog Stadium

Attorney Jasmine Drain and Assistant Superintendent Dr. Wright told the Colleton County School District policy committee on Jan. 28 that policy KF (community use of school facilities) requires substantial revision to close gaps and reflect current practice.
Drain said the district’s existing policy has not been updated in years and that the committee should consider a broader rewrite. She said one significant change in the attorney-drafted draft was new language to govern ‘‘special properties,’’ including the Black Street property that used to be the Old Bulldog Stadium, because deed restrictions limit how that property may be used.
Dr. Wright told the committee the current policy contains “loopholes” that create operational problems. He cited liability-insurance language in the existing policy that references lower limits and noted that “current best practice for liability insurance for many of our school districts across South Carolina is $1,000,000 plus.” He also said the policy still references supplemental educational services (SES) that the district no longer provides under state practice and urged clearer definitions for nonprofit organizations (transcript: “5013c” was used; the board should confirm the correct federal designation 501(c)(3) when revising policy).
Committee members discussed whether the district should pause new facility rentals while the policy is reworked. Superintendent Williams said she has pending applications and recommended the administration continue to use the existing fee schedule and procedures until the board adopts changes. Drain said the committee may want to treat the Black Street/Old Bulldog Stadium as an exception and review its use separately, possibly in executive session to examine deed restrictions.
Members of the committee suggested tabling substantive action and preparing a fuller draft for the full board’s review. No formal motion or vote was recorded in the transcript; the committee indicated the item will require multiple meetings and full-board input before final adoption.
