On security cameras, Hawkins said York County Sheriff's Office and Clover Police requested placement of license‑plate cameras on school property but pointed outward toward roads to identify vehicles for traffic enforcement and ongoing investigations. Hawkins said Rock Hill Police use similar systems and that proposed placement for Oak Ridge Elementary would be on Oak Ridge Road near campus entrances, not on Highway 49.
On utilities, Hawkins said the York County Natural Gas Authority requested a temporary construction easement (about 10–15 feet narrowed from an initial 20–25 feet) and a small permanent easement to run gas lines under the bridge and across district property near the YMCA building. He characterized the request as routine and asked the board to approve it.
The board approved both requests “without objection” during the meeting. Board members discussed camera placement and emphasized the cameras face outward toward public roads. Hawkins said he would coordinate exact placements with law enforcement and report back to the board as installations proceed.
Less critical details: Hawkins showed drone flyovers and site maps of the Lake Wylie/Liberty Hill complex and said contractors were “working hard” to stay on schedule.
