Morrison County approves $2.42 million low bid for Casa 1 reconstruction and outlines $11M 2025 road program

The Morrison County Board of Commissioners approved the county’s 2025 transportation program and awarded a reconstruction contract for a section of County Road Casa 1.

Tony (Public Works) briefed the board on a multi‑project program spread across the county that officials said anticipates about $11 million in construction this year, funded by a mix of federal, state and local aid. Projects listed included box culvert replacements, bridge work with Boo Township, and multiple paving contracts on county roads including Casa 11, 14, 202, 203, 307, 238, 245 and a joint project on County Road 256.

The board considered bids for Contract 3‑17 (Casa 1 reconstruction, from Casa 5 north to County Road 203). Public Works reported four bidders, a low bid of $2,420,251.74 from Andersen Brothers and an engineer’s estimate just under $3 million; staff said the low bid was about 19.24% under the estimate and recommended award to Andersen Brothers.

A motion to approve Contract 3‑17 and award the contract to Andersen Brothers passed on a roll call vote.

Tony told commissioners the Casa 1 section — roughly four miles — requires shoulder widening, paved shoulders and structural work to bring the roadway to state‑aid standards. Staff said the contract includes shoulder widening, some paved and gravel shoulder work and flattening of approaches; financing mixes federal, local and state‑aid dollars for different segments.

Ending: Commissioners approved the contract award and the 2025 program; Public Works said the work will proceed this construction season with anticipated coordination with MnDOT on certain trunk‑highway projects.
