The Hubbard County Board approved a memorandum of understanding (MOA) enabling county participation in a Crow Wing River watershed one-plan group intended to apply for shared funding and coordinate watershed planning.
Jake (staff) described the MOA as boilerplate and similar to other “one watershed, one plan” agreements; he said the MOA finalizes a draft work plan approved earlier by a Northern Regional Committee and will allow the group to submit funding applications. He noted one local group was mentioned in the MOA text as intending to join later but is not yet a formal partner.
Commissioners asked if the MOA required a fixed signature page; staff replied the signature page is a template and can be modified to include different signatories as the board prefers. The board approved the MOA on voice vote.
Staff said the county will execute the MOA with the final signature page as directed and will bring finalized documents back to the board if members request changes.
