Hubbard County approves highway project payments, bids and easement purchase for Casa 4/40 turn lane

Hubbard County’s highway staff reported several routine project actions and received board approval Tuesday for final payments, bidding plans and a right-of-way purchase tied to a safety project at the Casa 4 and Highway 40 intersection.
County engineer reported a final payment of $13,036.39 to Landware Construction for project SAP 029-599-010 (Fairwood Drive box culvert replacement, Nevis Township). He said water-management work remains outside the contract and the township will address curb-and-gutter improvements separately. The board approved the final payment.
The board also approved advertising to bid four maintenance projects and nine construction projects for the coming season; staff said five of the construction projects use federal funds. The county plans to start advertising the aggregate resurfacing project immediately.
Another final payment approved was $18,134.79 to Linco for project SP 029 090004, the Akeley Trailhead parking and Heartland Trail connection. The county said some drainage and ponding issues occurred, and liquidated damages were considered but not applied because contract stop dates were not definitive.
For project SP 029070014 (intersection work at Casa 4 and Hwy 40), staff requested approval to purchase easement/right-of-way from the Dyer Family Partnership to construct a center turn lane and slope improvements to improve sight lines. The county described the parcel as about “four tenths of an acre” in the southeast quadrant, noted utilities on the northeast corner and said construction is likely this fall to avoid conflicting work with a planned roundabout. Commissioners approved the purchase; staff said eminent domain remains an option if negotiations fail.
