HRA backs EDA request to lift covenants on surplus 1 Roof parcel in Luton

The Cook County Housing and Redevelopment Authority voted Jan. 15 to support a request from the Economic Development Authority to remove restrictive covenants from a surplus parcel owned by 1 Roof in Luton, clearing the way for 1 Roof to subdivide and offer the excess land for sale.
Jason Hale described the site as adjacent to an existing 16‑unit development operated by 1 Roof. Hale said 1 Roof originally acquired a larger parcel with covenants tied to the whole property, which have restricted disposition and use. According to Hale, Arrowhead Electric Co‑op previously owned the property and sold it; Arrowhead retains utility easements across the site but did not express interest in re‑acquiring the surplus parcel.
Hale told commissioners that 1 Roof does not plan further multi‑family development on that excess land and wants to subdivide and sell it. He said staff had discussed the request with the EDA; the HRA's action was framed as a professional recommendation that staff will forward by email to the EDA director.
The board voted to support the EDA/1 Roof request by voice vote. Commissioners noted easements and title covenants remain constraints and that any sale would need to consider those encumbrances and the EDA's grant terms.
