Committee approves reclassification of two purchasing titles to procurement specialist

Department leaders said the change is not an addition of positions but a reclassification to allow staff to cross-cover procurement and contracting responsibilities and to reduce single‑person queues when a staff member is absent. Presenters emphasized the department’s recent adoption of e-procurement software, a vendor insurance tracking system and a citywide digitization initiative as reasons the job duties now span procurement through contract execution.
The departmental presentation listed operational volumes from July 1 of the current fiscal year to the present, including thousands of requisitions and hundreds of contracts, purchase orders and P‑card transactions handled by a small staff. Officials said the change will improve continuity and allow the department to provide more proactive support to other city departments and vendors.
The committee noted a minor fiscal impact: the reclassified titles carry a combined salary difference of roughly $2,970 in the current year; presenters said the city will absorb that from vacancy savings (the procurement analyst position has been vacant since August 2024). Members asked for a corrected ordinance language to make clear the measure is a reclassification, not a request for additional positions; department staff agreed to supply revised legislation.
The committee moved and seconded the item and voted to forward the reclassification as a favorable recommendation to the full Board of Alders.
