Missouri House adopts updated ethics committee rules; reads three new bills

The Missouri House of Representatives on Feb. 3, 2025, adopted a House committee substitute updating the rules for the House Committee on Ethics and approved the House Journal, while clerks read three bills for first reading.
The action on the ethics rules came after the gentleman from Jasper moved for adoption of the committee substitute for House Resolution 141. "Each year, the house committee on ethics reviews its rules to be sure that we keep them contemporary," the gentleman from Jasper said, describing the resolution as the product of that review. He told members the ethics committee is nonpartisan and that the committee had voted the rules out unanimously.
The adoption was uncontroversial on the floor. The gentleman from Saint Louis, speaking in support, said, "I would urge the body to vote yes." The resolution passed by voice/roll-call with reported tallies recorded by the clerk.
Separately, the House voted to approve the Journal for the 14th day (Thursday, Jan. 30, 2025) after a roll-call motion by the gentleman from Greene County; the clerk reported the ayes as 140 and the nays as 1.
Clerk Mister Clark read three bills for first reading on the floor: House Bill 1154, introduced by Crosley, "an act relating to assisted outpatient treatment"; House Bill 1155, introduced by Owen, "an act relating to the Property Assessment Clean Energy Act"; and House Bill 1156, introduced by Craig, "an act relating to political party primary elections with penalty provisions." Those bills were placed on first reading and no floor action was taken on them during the session.
