Board postpones approval of 14 school turnaround plans for further review

The Richland 1 Board of Commissioners unanimously postponed action Tuesday on 14 continuous improvement plans for schools identified as underperforming in the 2023–24 report card.
Dr. Minor of the Office of Teaching and Learning told the board that, in accordance with South Carolina Code Section 59‑18‑16.15, schools rated below average or unsatisfactory must submit turnaround plans to the state and that plans are due by Jan. 30. "For schools that are rated unsatisfactory, they will provide quarterly progress updates to the board," she said, and principals were present to answer questions.
Several board members said they needed more time to review the materials and asked that a work session be scheduled where principals could present details and respond to questions. Commissioner Devine moved to table the approval and asked staff to set a work session before the deadline; Commissioner Bishop seconded. The board voted 7–0 to postpone and agreed to schedule a focused meeting so members could examine data, costs and monitoring plans before forwarding the packages to the state.
Administrators said the plans include Phase 1 school report card numerators and denominators, strengths and weaknesses and Phase 2 SMART performance goals with actions and monitoring timelines. The administration told the board it would make principals available for a focused presentation and would return the revised packet for formal approval after the work session.
