Commissioners approve $70,000 design amendment, authorize rebid for antiscalant at new water plant

Greene County commissioners on Jan. 23 approved a $70,000 amendment to an existing contract with Brown and Caldwell to fund design work for a Clearview Court stream repair project and additional sanitary‑sewer evaluation study for the Village of Cedarville, and they authorized staff to re‑advertise bids for antiscalant for the county’s new water treatment plant after receiving no bids in December.
The amendment covers additional design work and construction design tied to a prior evaluation, the county said during the meeting. County staff described the antiscalant rebid as necessary because the original specification did not account for elevated iron in the source water, which staff said was “eating all of the antiscalant before it got into the system.”
County staff told the board the Brown and Caldwell amendment adds $70,000 to the agreement "to provide as needed design and additional sanitary sewer evaluation study" and that the antiscalant procurement was reworked to allow a different chemical formula that is less affected by iron. The commissioners moved and seconded each item, and the motions were approved.
Staff also updated commissioners on the new water plant and system water‑hardness levels. "Our average hardness in our water system is 17 grains today," a county staff speaker said, adding the system average had fallen from about 28 grains to 17 grains since work on the new plant began. The staff member said customers nearer the plant (Beavercreek) are seeing hardness decline faster than customers farther out (Jamestown) because of system turnover time.
Commissioners asked about the Clifton plant status; staff said the new plant is close to being online and that, at the Clifton site, there is space and progress around the new and old plants. Staff warned colder weather has slowed final work.
The board directed staff to advertise the antiscalant specification using the revised formula and to proceed with the Brown and Caldwell amendment so design work can begin. No additional funding sources or contract completion dates were stated at the meeting.
Looking ahead, staff said they expect the rebid to attract vendors now that the specification has been changed; the timeline for when construction design work will begin was not specified.
