Lincoln County commissioners re-elect leadership, approve slate of appointments and set 2025 mileage rate

The Lincoln County Board of Commissioners on Jan. 13 re-elected its officers for 2025, approved a long slate of committee and board appointments, set the federal mileage reimbursement rate at 70 cents per mile and authorized the county to pay certain bills before its next regular meeting.
The board, meeting in an organizational session, re-elected Jason DiCaprio as president of the commission and named Michael Linton vice president. Commissioners present recorded roll-call approvals on the leadership slate and on multiple appointments to county advisory bodies, regional councils and internal committees.
Why it matters: the organizational votes determine who represents the county on regional boards and who signs official documents this year. Several of the appointments put commissioners and county staff as the county’s representatives on intergovernmental entities that oversee emergency management, regional development and jail and corrections planning.
Most of the appointments were approved by roll call. Notable confirmations included Mark Edgar as EMA director, Bobby Platts continuing as interim EMS director, Marjorie Moore as director of Scenic Hill Senior Center and Joshua Gibbons named the Hocking County Lodging Tax administrator (as read at the meeting). The board also confirmed a slate of county staff and department leads for payroll and custodial responsibilities.
The commission set the IRS-aligned mileage reimbursement rate for 2025 at $0.70 per mile, which a commissioner noted was an increase of a few cents from the prior year. The board also confirmed its regular meeting schedule (Thursdays at 9:30 a.m.) and several evening meeting dates for 2025.
During the appointments to regional boards, the county approved its existing representation to Buckeye Hills Regional Development Council and other multi-county bodies. The county’s public official on one advisory council was listed as Judge Jason Despertorch. The board also confirmed Michael Linton as the county’s representative to the Southeast Regional Jail and to the Multi-County Juvenile Detention Center Executive Board.
A motion to appoint Jeff Dickerson to the private-sector slot on Buckeye Hills was seconded and approved; one commissioner recorded an abstention. At the meeting a commissioner stated a familial relationship with the appointee; separately, Andrew Davidson recorded an abstention on the vote.
The commission approved bond paperwork for county officials after staff confirmed all required signatures were in place, and authorized staff to pay a small number of bills ahead of the next regular meeting so the county could avoid assessment of late fees due to courthouse closures earlier in the week.
The board also directed the clerk to notify each entity and appointee of their nomination or appointment via email or letter. Several items were carried to the next regular meeting for clarification, including the workforce investment board appointment that one commissioner said required further verification of eligibility and representation rules.
The meeting included multiple confirmations required under state law for the county’s health insurance, workers’ compensation or related committees; the board confirmed a mixed slate of judges, elected officials and county staff as required by Ohio law.
