Council approves emergency sewer repair, volunteer lifeguard agreement and travel authorizations; consent agenda passes

Jacksonville Beach City Council approved several routine and emergency items Feb. 3, including a contract amendment for volunteer ocean rescue services, an emergency sanitary sewer repair, and authorization for council members to attend state legislative events.
Council approved an amended and restated agreement with the Volunteer Lifesaving Corps (VLSC) for ocean rescue services after staff reported the partnership “is working very well operationally.” Jason Fertidis, director of parks and recreation, said the amendments were described in the meeting packet; members thanked the volunteers for decades of service. Roll call showed unanimous approval of the agreement by all council members present (6 yes; Council member Janssen absent).
The council also authorized an emergency 8‑inch sanitary sewer main replacement on Republic Drive to Petticoat Schmidt in an amount not to exceed $131,698. Dean Barron, public works director, said camera inspection found a crack that was allowing stormwater into the sanitary line; staff said the contractor would replace about 20 feet of pipe, will pump and dewater adjoining ponds, and expects the physical repair phase to take a couple of weeks. Council directed staff to communicate impacts to nearby residents; roll call approval was unanimous among those present (6 yes; 1 absent).
The consent agenda passed by voice vote. Council approved routine minutes for Jan. 21, 2025 and the joint city council/CRA workshop minutes for Jan. 27, 2025, and approved other consent items on the packet.
On travel, staff requested authorization for council members who wished to attend the Florida League of Cities legislative action days and related Florida League of Mayors events. Molly Allager, assistant to the city manager, said travel would allow meetings with the Duval delegation and training. Council authorized Mayor Hoffman, Vice Mayor Janssen and council members Golding, Sutton, Horn, Wouters and Wagner to attend the League of Cities legislative action days and authorized the mayor and vice mayor to attend additional League of Mayors events; roll-call votes passed unanimously among members present.
Other routine procedural motions — including approval of the consent agenda and minutes — passed by voice vote or roll call as recorded in the minutes. The council adjourned after a motion to continue the first reading of the land development code ordinance and to schedule a workshop (see separate article).
