Commissioner Ciebke moved approval; roll call recorded unanimous yes votes.
- Juvenile Court contract renewal (Item 10): Approval of a contract renewal between Juvenile Court and the Sofia Quintera Art and Cultural Center for youth enrichment programming, funded by Ohio Reclaim Funds. Motion and unanimous roll call approval.
- Facilities amendment (Item 11): Amendment to the TTL Engineering Services, LLC contract adding $4,000 for special inspection and testing services related to soil conditions encountered during construction of the Lucas County Canine Care and Control Facility (1301 Monroe Street). The additional testing supports added caissons and foundation work; the facilities presenter said the caisson work is complete and the change does not affect the construction timeline. Motion and unanimous roll call approval.
- Job and Family Services (Items 12–17): Approval of an MOU with the Greater Toledo Newcomer Center (state-designated refugee resettlement services organization) and several calendar-year 2025 agreements including Juvenile Court clerking and magistrate services, child support payment acceptance, Domestic Relations Court magistrate services, and a Sheriff's Office process-of-service agreement. Commissioner Gerken moved approval; roll call unanimous.
- Sanitary Engineer easement renewal (Item 18): Acceptance of a renewal of a 25-year easement for sanitary sewer located on University of Toledo property (Long Quarry Road and Veil Avenue). Motion and unanimous roll call approval.
- Office of Management and Budget (Item 19): Approval of an interfund cash advance repayment related to a prior cash advance to Family Council. Motion and unanimous roll call approval.
- Collective bargaining agreement: Following executive session, the board approved a collective bargaining agreement between the Board of Lucas County Commissioners and LAWS Local 2320 for a three-year term beginning Feb. 1, 2025 and ending Jan. 31, 2028. The agreement provides a 3% wage increase effective Jan. 1, 2025 and a $1,000 one-time lump-sum payment to employees employed in LAWS as of Feb. 1, 2025 after ratification; economic re-openers for contract years 2026 and 2027 were also included. Motion and unanimous roll call approval.
