Brian Burkett, Parks Department, presented the list that had been recommended by the commission’s subcommittee and introduced as legislation (2025019). He described the Pottsburg Creek project as a comprehensive renovation of the ramp, bulkhead and parking area with the objective of raising the site to reduce flooding; he listed a project estimate of $4,400,000. Burkett also described a proposed new park design at Bridal Park (a roughly 2.5-acre donated parcel east of I-295 at Heckscher Drive) intended for passive recreation, marsh observation, and potential kayak launch and fishing platforms. A third item on the list was a kayak launch application to be submitted by the City of Neptune Beach for a Hopkins Creek site; Burkett noted that the Neptune Beach project would not use city of Jacksonville funds but was included because the county grant cap is per county and partner cities coordinate applications.
Commissioners raised questions about precise locations and adjacent businesses; Burkett identified the Pottsburg site near Beach Boulevard adjacent to All Wet Sports and described Bridal Park’s location on the south side of Heckscher Drive east of I-295.
The commission then took a voice/hand vote and approved the resolution list as presented. A motion and second were noted; the roll was not recorded by individual named votes on the record during the meeting. The commission chair declared the legislation approved.
Ending: With the commission’s endorsement, the grant list will proceed through council processes and the city will pursue the listed 2025 grant applications; staff also invited commissioners to an outreach reception hosted by FIND (Florida Inland Navigation District) that evening.
