Board approves trenchless lateral lining contract for South Maple Avenue

The Board of Public Works approved a contract Feb. 3 to trenchlessly rehabilitate sewer laterals and remaining sewer mains on South Maple Avenue, presented by Wastewater Superintendent Mark Kuelez.
Kuelez said the city delayed full excavation replacements after a high bid price for deep laterals and instead sought trenchless options. Staff identified a “T‑liner” method offered by LMK Technologies that uses a one‑piece main and lateral connection liner with a hydrophilic gasket to create a watertight seal. Kuelez said Musson Brothers was the recommended contractor and provided a quote that staff reported was roughly $1,000 less per lateral than excavation and replacement and saved additional surface restoration costs.
Kuelez recommended accepting Musson Brothers’ quotation to line 25 laterals and rehabilitate remaining sewer mains for a base cost of $258,467 plus a 2% bond of $5,169.34, for a total of $263,636.34. He said the method avoids extensive excavation, minimizes surface restoration, and is appropriate for unusually deep laterals where full replacement would be costly.
Board members asked about longevity and warranty. Kuelez said the lining is expected to last comparable to a typical PVC pipeline, the city typically withholds retainage, and there is typically a one‑year warranty period; televising inspections would document performance before and after work. The board moved, seconded and approved the contract by voice vote.
