Jacksonville Housing Authority names incoming CEO and reports improving financial position

The Jacksonville Housing Authority (JHA) told the Finance Committee on Jan. 23 that it has reached an employment agreement with Sharron Corbett Waller to be CEO; she is expected to start in mid-April. Rosalind (JHA board chair) announced the agreement and said Waller brings finance experience from Bank of America Merrill Lynch and will focus on structuring development deals, improving operations and culture.
Mimi Davis, JHA chief financial officer (acting), told the committee the authority’s financial position is “very good.” Davis said the JHA remains heavily federally funded — roughly 89% of reported revenues for FY2023 and 76% of receivables came from HUD — and that the authority is working through operational deficiencies while undergoing multiple audits. Davis reported audited total operating revenues for 2023 of about $108 million and unaudited 2024 numbers near $134 million and said the authority is trending upward and “beyond stable.”
Why it matters: JHA administers federally supported housing programs and capital activities that affect low- and moderate-income residents in Jacksonville. Leadership stability and an improving financial picture affect JHA’s ability to manage HUD-funded programs and pursue development deals.
Committee discussion Councilmembers thanked the JHA leadership for the update. One member expressed concern about the length of the CEO’s delayed start and urged JHA to include contractual protections to ensure the candidate’s commitment; the JHA board chair said Waller had committed to a later start date because of obligations to her current employer and will be present in Jacksonville to begin house- and school-searching with her family before starting in April.
