Palm Bay advisory board adopts final AHEC affordable-housing priorities

The Palm Bay Community Development Advisory Board voted unanimously to adopt the Affordable Housing Advisory Committee (AHEC) priorities during a public hearing at the board’s first meeting of 2025.
Staff said the annual review and the priorities update were required by House Bill 1339, adopted during the 2024 legislative session, and that the local report was due to the Florida Housing Finance Corporation on Dec. 31. A city staff member told the board that the committee had reviewed the city’s policies, ordinances, land-development regulations and comprehensive plan and had recommended specific actions and incentive strategies to support affordable housing while protecting property-appreciation rights.
The board discussed a proposed amendment to add “expedited permitting” as an incentive to be considered for privately financed affordable-housing projects. Staff confirmed the wording had been added to “incentive 1” of the AHEC priorities report. The report had been reviewed by the board several times earlier in the year, the staff member said.
Board members offered only brief comments during the public hearing. One board member pointed out a misspelling in the report attachment and asked that member names be corrected in the final file. Another board member thanked the committee and new members and praised the community focus of the priorities. After a brief exchange the board member made a motion to adopt the priorities, which was seconded; the chair called for a voice vote and announced the motion passed unanimously.
Why it matters: staff said the locally adopted priorities will accompany the AHEC report being submitted to the Florida Housing Finance Corporation and will guide incentive strategies the city recommends to encourage affordable housing development.
What’s next: staff will correct the clerical errors noted by board members and include the adopted priorities in the packet sent to Florida Housing Finance Corporation as the city’s local AHAC/AHEC submission.
