Palm Bay approves master-plan contract for Fred Poppy Regional Park to study pickleball, events and parking

The Palm Bay City Council authorized a master-plan and design study for Fred Poppy Regional Park aimed at evaluating tournament-style pickleball facilities as well as broader improvements to parking, drainage and the park’s event lawn.
Deputy City Manager Juliette Miskone told council the study will look beyond single-use improvements and present an “a la carte” list of options and phasing, adding that the city may pursue grant funding for sports facilities and that Kimley-Horn — retained to support bridge and access engineering — will prepare conceptual layout options. Staff said the park has significant undeveloped acreage north of the community center that could support phased facilities including parking expansions, restrooms, electrical upgrades, and flexible event lawns that could be used for festivals, tournaments and car shows.
Council members expressed interest in preserving existing event lawns and noted that drainage, parking and electrical infrastructure will be key to supporting larger tournaments. Staff said the plan will scope conceptual layouts and offer phasing to align capital planning and grant opportunities; the consultant team will return with cost estimates, phasing options and community engagement materials.
The council voted to authorize the master-plan engagement; staff said design and public-engagement steps will follow and that any construction would return to council for contract awards and funding approvals.
