The Palm Bay City Council approved a land conveyance and related closing steps Thursday to complete a negotiated exchange with Diaz Treasures LLC, a transaction staff described as a multi-year planning effort to secure right-of-way for the St. John’s Heritage Parkway extension and to create a future site for the city’s northwest fire station.
City staff said the exchange is part of a cooperative approach to advance regional roadway improvements and city facilities. The development agreement tied to the exchange anticipates dedication of right-of-way for the parkway; staff noted the corridor to the south of Malabar Road provides more than 200 feet of right-of-way in the plan packet, enough to accommodate a multi-lane arterial and future improvements, and the city’s proposed fire-station parcel lies immediately west of the exchanged land.
The resolution conveying the property (Resolution 2025-04) was approved by unanimous vote. Staff also said the land swap is land-for-land and will include title and closing work necessary to provide a clear legal record of the transaction. Council members praised the cross-departmental team that negotiated the agreement and noted the city’s intent to coordinate construction timing with future development in the area.
Closings and final civil work are scheduled in the coming weeks; city and developer representatives said additional implementation steps will appear in future staff reports and council agendas.
