What the filing says: The SOI, dated Jan. 24 and submitted for Priority 5 consideration, notes the building was constructed in 1992, the roof is more than 32 years old and active leaks are negatively affecting the learning environment. The SOI document included the MSBA’s prescribed language that submission does not guarantee acceptance, an invitation to the feasibility process, or any grant award.
Process and next steps: If the MSBA accepts the SOI for further review, the authority typically conducts a site visit and then decides which districts to invite into a feasibility study. The district may decline an invitation if timing or town capital priorities make a full MSBA application impractical. Mansfield officials said their historical average MSBA reimbursement rate has been about 52% and that the school has local select-board approval pending; the SOI must be resubmitted at the next open window if not selected — districts typically get another opportunity only every two years.
Vote: The committee voted to authorize the superintendent to submit the SOI; the committee also prepared materials for the select board and the town manager to sign and to take the next steps if the MSBA responds with an invitation to the feasibility stage.
Administration said the district’s capital plan also includes other projects and that filing this SOI is the usual first step when a building component reaches the district’s replacement threshold.
