County staff presented a draft request for proposals on Feb. 3 asking a consultant to develop a three‑to‑five‑year inter‑organizational strategic plan for Yakima County. The draft calls for discovery, a retreat, documentation and an approval/launch phase to be completed in roughly nine months.
Rodel (staff) said the scope would include refining vision, mission and values; identifying gaps and critical issues; determining data needs; prioritizing strategic goals and objectives; and producing an implementation roadmap. The solicitation would request a project approach, staffing, references and a detailed cost proposal.
Commissioners discussed membership of a strategic‑planning scoring committee. Staff proposed a panel of elected officials and department heads with one commissioner to serve as the board representative; commissioners endorsed polling department heads for volunteers and returning a candidate list at the next work session.
Commissioners and staff said they prefer a modest timetable to deliver a usable plan within a year and flagged the importance of requiring applicants to demonstrate familiarity with Washington state governance and legal context. The draft evaluation weights proposed 35 percent methodology and work plan, 35 percent relevant experience and key staff, and 30 percent cost.
