The Town Manager told the Select Board that health insurance rates for FY26 may increase up to 14.8%, above the town’s current budget assumption of just under 10%. Because health insurance is a major driver of the operating budget, the manager outlined options to reduce the proposed budget by about $160,000 if required by the final rate.
Staff proposals for $160,000 of reductions included: trimming approximately $110,000 from non‑personnel expense lines (professional development, office supplies, postage, contractual services); delaying or phasing in one of two proposed additional firefighter positions (i.e., add one rather than two this year); and reducing capital/roof design allocations by $25,000 and deferring part of a larger equipment purchase pending grant applications.
The manager said these measures are contingent — not recommended immediately — and that final decisions would await the official health insurance rate later in the month. The board requested staff bring any recommended budget adjustments back to the board for a decision at the Feb. 20 meeting after rate confirmation.
