Courthouse generator delivered; electrical work underway under EMA grant

The county’s Emergency Management Agency reported that a courthouse generator procured under an EMA grant has arrived in Greensboro and two transfer switches were delivered to the 911 center. EMA staff told commissioners contractor Hank Daugherty will perform the electrical work and that preliminary tasks began this week.
EMA staff said the project’s original deadline was Jan. 10 and delivery delays prompted a request in the grants portal; staff left the deadline open in the portal and are working to finish the installation by the end of the month. The EMA update noted one contractor, referred to as "Mister Beatty," had an unexpected hand surgery that briefly delayed work but is expected to resume.
The EMA director said the county consulted the county attorney and determined this project did not require a competitive bid because the work and purchase were initiated before the official procurement timeline and the project is below the county’s $100,000 threshold for mandatory bidding. Commissioners said the vendor, Bobby Davey, already maintains county generators and will perform the courthouse work.
Commissioners asked whether the installation would be done after hours to avoid courthouse power interruptions; EMA staff said work may be done at night or on weekends. The EMA director reported all equipment is on hand and contractors are scheduled to begin work soon.
