Public Works reports 50% cost increase on Mill Creek flood project; county share remains 35%

Public Works staff reported that revised construction cost estimates for the Mill Creek Flood Control rehabilitation have increased by nearly 50% compared with the last estimate. The Corps of Engineers will draft an updated Project Partnership Agreement (PPA) reflecting the higher cost; staff said the good news is the project remains below the Corps’ threshold where local sponsors would absorb 100% of overruns. Under the revised estimate, Wallowa County’s share of the increase is expected to be 35%.
The project is a rehabilitation to provide an estimated additional 50 years of service to the Mill Creek channel and includes levee raises, repair of channel sections, foundation repairs and operational changes to preserve Bennington Reservoir capacity. Staff said the last estimate dated from 2020 and material and contracting costs have increased substantially since then. Commissioners asked for more details and staff said the Corps is preparing paperwork to revise the PPA.
Public Works also provided brief project updates on other road and bridge projects and noted that 100% design plans were under review.
