Board approves amendment to Criminal Justice Treatment Account local plan to authorize $5,000 for Community Court testing and incentives

The Board approved an amendment to the Criminal Justice Treatment Account (CJTA) local plan for the July 1, 2023–June 30, 2025 biennium. The motion passed 3-0.
Nori (county staff) explained CJTA funds come from the State of Washington through the Health Care Authority (HCA) and the county’s local panel oversees spending of roughly $95,000 per year. The panel recommended amending the plan to allocate $5,000 to Community Court for urinalysis (UA) testing and client incentives through June 30, 2025. Nori said the request could be separate from a recent $2,000 request from Judge Hedin; staff were not sure whether the two requests were distinct or redundant.
Commissioners asked whether the amendment was only to enable access to already-awarded funds; staff said the state requires the local plan be amended and approved so HCA can authorize the spending. Commissioners agreed amending the plan would allow the county to spend existing CJTA monies on the UA/incentive work and to consider additional requests later in the next plan cycle.
The board voted to approve the amended CJTA local plan 3-0.
