Commissioner Clayton raised concerns about the agreement’s statement of work and payment schedule and asked that the wording be clarified. “I would like to make a note that the statement of work, specifically the statement of payment, is a little confusing to the reader,” Clayton said, asking staff to get clarifying language from the city.
Commissioner Kimball said the item was not urgent and supported delaying action while the county seeks clearer language. After discussion the motion to approve the agreement was put to a vote and did not carry. The board directed staff to send suggested corrections to the city and return the agreement for reconsideration once the language is clarified.
The item was described in the agenda as a renewal of a prior contract between Walla Walla County Corrections and the City of Walla Walla and the county’s legal office had already reviewed the draft. Commissioners emphasized that their objection was to clarity of the payment and term language, not the dollar amount.
The board did not adopt the agreement and instructed county staff and legal counsel to exchange edits with city staff and bring a revised draft back for consideration.
