Ed Bowen, a resident identifying his address as PO Box 11, Cloud Bay, said the county's website "is very poorly done" for the comprehensive-plan update and worried that the Jan. 28 call for hearing might be interpreted as approval of a broader comprehensive-plan update rather than a single map amendment. Bowen said he was concerned about lack of substantive public engagement and called for clearer outreach before the Jan. 28 hearing.
John Worthington also addressed the board, expressing skepticism about references to "open space" and international frameworks in planning documents and urging local scrutiny of any international standards mentioned on county materials.
County staff and a commissioner responded during the meeting that the Jan. 28 call for hearing (consent agenda item 1h) pertains to a single map/zoning amendment application rather than the countywide comprehensive-plan update. The board approved the consent agenda, including item 1h (the call for hearing on specified map and zoning amendments), by unanimous vote.
The hearing is scheduled for Jan. 28 at 10:30 a.m.; staff said it will address the single application listed in the notice and that broader comprehensive-plan outreach is a separate effort.
