State rule changes prompt edits to county code on permit timelines; staff to bring updates to February hearing
Summary
County staff said state amendments require aligning county permit timelines for Type 1, 2 and 3 land-use reviews (65, 100 and 170 days respectively); staff said the county currently meets or exceeds those timeframes and plans a public hearing in February to adopt conforming code changes.

Planning staff briefed the commission on proposed code changes to conform county permit-review timelines to recent state amendments. The required change would set maximum review periods for land-use applications: 65 calendar days for Type 1 (simple boundary adjustments and similar), 100 days for Type 2, and 170 days for Type 3 (larger subdivisions and conditional-use permits).
The changes respond to state law that standardizes review time limits; staff said the county already completes many Type 1 reviews in roughly 30 days and can meet the state limits. Staff explained the county’s current code allowed longer exclusion periods and that the draft changes remove those excluded-time provisions so the county time limits match the state-prescribed timelines.
Staff proposed scheduling the code amendments for a public hearing in February and noted the county’s building-permit functions are not affected; the changes apply to land-use review types such as boundary-line adjustments, short plats and subdivisions. Commissioners indicated no objection; staff will continue to coordinate with the county attorney and confirm statutory language.
