Clallam County commissioners approve budget adjustments, a rezoning and several contracts

Clallam County commissioners on Jan. 28 adopted a package of budget resolutions and supplemental appropriations, approved a rezone ordinance affecting a 75-acre parcel on Lost Mountain Road and approved a five-year equipment agreement for juvenile services.
The board approved a resolution adopting a set of debatable budget emergencies that together adjusted multiple departmental lines. The resolution covered nine items, including funds for indigent defense, a hotel-motel tax distribution, carryovers tied to American Rescue Plan Act money, and a public-works equipment line. After a procedural motion to reconsider, the board amended the public-works Equipment Rental & Replacement (ER&R) line to match the amount printed in the meeting packet and approved the full package unanimously.
The board also approved a separate resolution adopting seven supplemental appropriations that rolled certain 2024 grant revenues and project expenditures into the 2025 budget. On procurement and contracts, commissioners approved an agreement between Clallam County Juvenile and Family Services and Axon Enterprises to replace, maintain and update the department’s Taser equipment for a 60-month term. The motion passed unanimously. Separately, the board opened proposals for a required energy audit of county facilities funded in part by a Washington State Association of Counties grant (noted in the packet as $237,500) and remanded four bids to staff for review and recommendation.
The board unanimously adopted Ordinance PRZN2024-00001, rezoning roughly 75 acres on Lost Mountain Road from Rural Very Low (R-20) to Commercial Forest (CF). The planning staff report and the planning commission recommended approval, saying the change would reduce the parcel’s residential development potential and align the parcel’s zoning with adjoining state-managed timberlands.
Other routine actions included approval of the consent agenda (which recognized a long-serving county road employee), and a number of housekeeping motions.
