Commissioners review appointments, small grants and routine tax adjustments at Feb. 3 work session

Clallam County commissioners used part of their Feb. 3 work session to consider administrative items: proposed advisory-board appointments, small external grants and routine property-tax adjustments.
Appointments and advisory boards: County staff recommended appointing Beth Ashkin to the Conservation Futures Program advisory board (District 2 seat) and Megan Overton to the seat reserved for the Olympic Peninsula Humane Society, with Martha Ireland noted as the alternate. Staff said Ashkin has a background in management accounting and an interest in farmland and open-space preservation; Overton was identified as vice president of the Olympic Peninsula Humane Society board. Commissioners said they would move these appointments forward for formal action at the regular meeting next week.
Grants and events: Staff reported the county received $6,666.67 from the Port of Port Angeles community partnership program to help cover production costs for a timber-sports/lumberjack event; staff said production costs are a little over $8,000 and the grant will supplant previously county-funded operational allocations. Separately, the county discussed an annual marine law enforcement grant from Washington State Parks; staff said the award now follows the calendar year (rather than the federal fiscal year) and includes a modest increase over prior years. Staff said the sheriff’s boating-unit sergeant, Brian Knudson, handles reporting and the county provides a 25% local match, largely through salary costs.
Taxes and refunds: The county’s treasurer and assessor staff briefed the board on a resolution to cancel two uncollectible personal-property tax accounts (amounts cited roughly $385 and $253) and on the annual report of 2024 refunds that will be factored into the 2025 refund levy. Staff explained common refund codes used in internal reports (for example, SNR for senior exemption, EX for exempt, DES for destroyed property, DES for destroyed property and BOE for Board of Equalization adjustments) and said they would add a legend to future reports for broader clarity. Staff also introduced Lisa Middleton from the Assessments office and Brian Clardy, an accountant who manages the refund-levy spreadsheets.
Commissioners did not take final action on appointments or resolutions during the work session; staff said those items are scheduled for approval at the county’s regular meeting next week.
