County department heads report: IT upgrades, election camera grant, flood‑plan grant work and HR recruitment

During the department‑head portion of the Columbia County meeting, staff delivered operational updates and near‑term requests to the commissioners.
IT update: Tim (IT) said the county installed a replacement uninterruptible power supply (UPS) in dispatch to bridge power while the courthouse generator starts, and he described fixes after a recent email/phone outage and time synchronization problem that temporarily affected servers. He said the county is eligible for an election security grant for up to $80,000 and will pursue that funding for security cameras at the new building; officials discussed a state minimum retention of 30 days for camera footage and a departmental request for 75 days. Tim said unit camera prices have risen and that he and staff will scope camera counts and storage needs for the new facility.
Prosecuting attorney reminder on public-records requests: Prosecuting Attorney Slack warned that an email that includes a request for documents can constitute a public‑records request under state PRA rules and asked county offices to copy the public‑records officer (Virginia) on any such requests so they can be logged and processed. Slack said, “If somebody writes an email ... and then 2 paragraphs in they say, I want to see the policies on x, y and z, they are requesting a public document within their email.”
Flood planning and permitting: Planning staff said the county has applied for a FCAP planning grant to update a comprehensive flood-hazard management plan; the county’s application would prioritize programmatic permitting and sediment removal for the Main Street Bridge and additional analysis of structural flood-reduction alternatives. Staff noted the current grant period and the upcoming application deadline.
HR and Extension: Human Resources reported turnover and said it will post open positions. Extension staff recommended posting two previously combined positions as separate job listings to improve candidate responses; commissioners agreed to post the existing job descriptions for the two roles to expedite hiring.
Other operational notes: Maintenance reported sewer-line and HVAC issues at county facilities; public-works staff were attending first‑aid training. The board heard a short update on planning work including a proposed update to commercial wind facility code and timing for a March public hearing.
Ending: Staff said they will return with more detailed cost estimates, grant applications and position postings as work progresses.
