Commissioners approve energy-audit contract, multiple vouchers and certifications

Okanogan County commissioners on Jan. 29 approved a contract to pay for energy audits of county buildings and cleared a slate of vouchers, interlocal agreements and required program certifications.
The board voted to authorize the chair to sign an agreement with the Washington State Association of Counties (WASAC) to conduct energy audits for tier-1 and tier-2 county buildings. County HR Director Shelley Kitzman presented the agreement and staff confirmed the contractor will invoice WASAC directly; the county will pass through up to $53,500 to cover the work.
Alongside the contract approval the board adopted the meeting consent agenda, which included multiple voucher distributions and district EMS voucher certifications. The board approved the county voucher register totaling $412,074.60; a Tonasket EMS district voucher of $16,208.77 and an Oroville rural EMS district voucher of $18,453.32. Commissioners also authorized the chair to sign a voucher distribution of $14,678.53 for the Elmway sewer/line extension (request #10) and approved the county’s Title 3 expenditures certification in the amount of $5,616.31.
Other routine items were approved on voice votes with the commissioners saying “aye” to each motion. Several minutes from January meetings were also approved during the consent portion of the meeting.
Why it matters: The energy-audit agreement is part of a statewide push to document building energy use and potential savings; the voucher approvals and certifications keep county operations and grant- reporting in compliance with state and program requirements.
What’s next: Staff will execute the WASAC agreement and begin the audit work. Finance staff will continue to process reimbursements and the county will monitor any federal or state changes that could affect grant reimbursement timing.
