Council reviews board, commission appointment process and a long list of vacancies; staff to improve nomination flow

San Juan County staff walked the council through how community applications for boards, committees and commissions are processed and displayed on the county website and asked for direction about whether council wants a stronger vetting step before nominees appear on agendas.
The clerk’s office showed the online vacancy list and explained the vacancy posting process: vacancies appear in the public portal when an opening is within approximately 45 days of expiring or when a seat has been vacant. Staff explained there are several types of appointments — county boards and commissions created by county code, junior taxing district appointments (for example, some library boards), and intergovernmental appointments to regional bodies — and each follows slightly different nomination and appointment procedures.
Council discussion and requested changes: Council members asked that for district‑specific appointments the council member representing that district receive applicant names and an opportunity to talk with the proposed appointee or the board chair before the name is placed on a regular council agenda. Staff agreed and described an existing practice of forwarding district‑specific nominations to the district council member; staff also agreed to tighten the flow so the council member is notified earlier and can follow up with the chair of the committee or the applicant. Council members emphasized that council liaisons should consult with board chairs before forwarding nominations and that staff should flag long‑standing vacancies for targeted recruitment.
Vacancies reviewed: Staff summarized current and recent vacancies across departments and special districts, including openings on the Lopez Solid Waste Disposal District, Noxious Weeds Control Board, Clean Water Advisory Committee, Housing Advisory Committee, Lodging Tax Advisory Committee and several others. Staff noted some vacancies are longstanding and some boards — including those that are junior taxing districts — follow their own vetting process before submitting a nomination to council.
Why it matters: Boards and commissions carry out advisory, quasijudicial and decision roles in the county. Council members said earlier notification, clearer staff liaison support and a simple, light template for board work plans and annual reports will help both the council and applicants.
Staff follow up: The clerk’s office will (1) ensure district council members receive applicant names prior to agenda scheduling for district‑specific seats, (2) work with board chairs and liaison members to improve pre‑appointment discussions and (3) present a short template for committee work plans and annual reports for council review so committees have a simple standard to use going forward.
