Taos council accepts CDBG final report, closes out water infrastructure project

The Town of Taos Council on Dec. 10 accepted the final report and formally closed out the Community Development Block Grant (CDBG) water infrastructure project 18CNRI01G25, council members said at a special meeting.
Grants administrator Karen Gonzales told the council the project responded to systemwide failures in early 2018 and was intended to “provide an uninterrupted water source for municipal and domestic purposes” by creating redundancy and additional storage to protect fire operations and stabilize pressure zones. The council voted to accept the closeout report after brief discussion and a request for follow-up detail from council members.
The town received an initial CDBG award of $750,000 in February 2019 and additional awards that brought the total grant award to $1,210,738. The Town of Taos provided a local match of $438,186, Gonzales said. The project was completed in December 2023. Gonzales told the council that the grant funds had been expended and that “there was a small residual balance for the grant match portion” which the town is using for current infrastructure needs.
Councilors asked staff for a more detailed accounting of what specific infrastructure components were installed or repaired and for the timing of the next CDBG application cycle. Gonzales and other staff said they were not prepared to answer detailed expenditure and component questions at the closeout hearing and asked the council to allow time for a written report. She said the town’s new grant administrator is completing CDBG implementation training through the Department of Finance and Administration’s Local Government Division and that staff will present project details and public hearings when the next application round approaches.
A motion to accept the CDBG final report and close out project 18CNRI01G25 passed on a recorded voice vote. The clerk recorded affirmative votes for Council member Ortega, Council member Oswald and Council member Bramble; the movers and seconding members were not specified on the record.
