Committee hears cleanup and pro‑tem changes to Professional Engineers Registration Act

Senate Bill 5090 would revise the Professional Engineers Registration Act to update terminology, modify the number and process for appointing Pro Tem members of the Board of Registration for Professional Engineers and Land Surveyors, clarify educational equivalency for registration, and remove obsolete language.
Committee staff said the board requested the bill. Among the changes: the number of Pro Tem board members would increase from two to three; the board chair’s appointment process and duties for Pro Tem members would be adjusted; the board’s authority to suspend registrations when certified by DSHS for noncompliance with certain orders would be revised; certificates’ validity periods would be set by the board rather than by a fixed December date; and some obsolete provisions would be removed. Staff reported no fiscal impact in the preliminary note.
Ken Fuller, director of the Washington State Engineers Board, testified in support and described the proposal as a “very easy cleanup bill.” Committee members had no substantive questions; the prime sponsor (as stated in the hearing) indicated it came at the board’s request.
