Springdale council accepts roughly $3.9 million federal subaward for streambank and wetland work

SPRINGDALE, Ark. — The Springdale City Council voted unanimously on Jan. 28 to accept a subaward of approximately $3.9 million from the Arkansas Tri‑Region Energy and Environment Innovation Coalition under the U.S. Environmental Protection Agency’s Climate Pollution Reduction Grant (CPRG) program.
Jeff Watson, chair of the finance committee, read the resolution title and asked Ben (planning/staff) to describe the award. Staff said the State of Arkansas received nearly $99 million through the CPRG program and identified Springdale as a subaward recipient for roughly $3.9 million. The funds are described as 100% federally funded and are intended to support streambank restoration, wetland protection and work to address streambank erosion and flood control associated with past development.
Staff described possible uses including stabilization of detention areas and streambank work at known erosion sites; staff mentioned potential candidate locations and said the funds could be used to restore and stabilize areas that have experienced erosion, including properties near the Bluffs across from Bluff Cemetery identified during internal review. Council members noted the award size is substantial and that the city would need to complete subaward paperwork and coordinate project scoping with the state coalition and EPA requirements. No local match was required as presented.
The council adopted the resolution authorizing the city to accept and enter into the subaward agreement and recorded an 8–0 vote in favor. Staff indicated follow‑up tasks will include executing the subaward agreement, scoping specific project sites, and coordinating reporting and compliance with the state and EPA.
