Roley told the board he did not expect the $100,000 limit to be fully expended in the first year and that the arrangement is intended to increase responsiveness for smaller public‑works tasks. The items were described as routine consent matters and no votes were taken at the Feb. 3 briefing; both items were expected to appear on the consent agenda for formal action.
