Kathy Funk Baxter told commissioners that the Hall of Justice security camera and door‑access project will appear on the consent agenda the following day as Amendment No. 3 to the agreement with Security Solutions Northwest.
Baxter said the amendment will extend the contractor’s completion date from Jan. 31 to Feb. 28 to allow for finishing work and troubleshooting and will increase the contract total to $351,576 to cover additional, unforeseen exterior camera mounts, elevated camera locations to see over trees, an intercom at the main entrance and overtime. Baxter said funding for the amendment is available from two grants (phase 1 and phase 2), facilities and IT contributions, and an AOC grant award the county received after the original scope was set.
Commissioners asked whether the change orders stemmed from new items or scheduling around court operations; Baxter said schedule constraints (work after court hours) and an expanded scope after additional grant funding both contributed to the time and cost increase. Staff said the contractor has provided line‑item pricing tied to the original bid and to optional items if additional grant funding were secured.
Baxter said the contractor expected to finish the work soon but the county was building a cushion to Feb. 28 in case additional troubleshooting is required. The board did not vote on the amendment during the Feb. 3 meeting; the item was scheduled for the consent agenda at the next meeting.
