Resident urges action on Dixie community flood debris; city says pump/levee design under way

Jennifer Phillips, a resident from the Dixie neighborhood, urged the City Council on Jan. 21 to speed removal of debris and trees from a local flood channel that she said continues to worsen flooding risks six years after major storm damage.
Phillips told the council that cleanup work had been partial and that winter is a better time to see and remove root debris. She also asked whether a pump similar to one the city had installed elsewhere might help. Council member Robinson and city engineering staff responded that a state grant is funding a design study and that Half and Associates is under contract to produce a design that likely will include a levee and a pump station to reduce backup into the neighborhood.
David Cook, city engineering, said the project is in the design phase; once the design produces a cost estimate, the city will pursue construction funding and grant opportunities. Cook said the construction cost could be close to $1,000,000 and that some local match may be required depending on grants. The council also discussed ownership and access: Cook said the city owns the Redwood Channel and has an easement to access and clean the channel; other speakers in the meeting noted there had been confusion over private ownership of parcels adjacent to the ditch.
Robinson asked staff to provide an update at a future council meeting; staff said the street department had the cleaning work on a list and engineers would follow up on the grant timetable.
