Committee reviews new policy to allow home-educated students access to CTE under Act 55

Kennett Consolidated School District policy committee reviewed a proposed Policy 137.3 to allow home-educated students to participate in district career and technical education (CTE) programs.
Chris Marsala introduced the item as part of the 137 policy series addressing home education participation in district activities. Cassandra Jones and board members said the policy implements a legal requirement (Act 55, passed in 2022) that home-educated students be permitted to access CTE offerings beginning in the 2023–24 school year.
Jones told the committee the district currently uses Technical College High School (TCHS) for many CTE offerings and that the policy will make the availability clear and consistent for families. Committee members discussed where the policy sits in the larger set of obligations the district must meet and whether posting the policy on the board-docs site helps families discover the right information.
Board members described the requirement as one the district must meet by law and noted the policy's primary effect is transparency and compliance. No vote was taken; staff said the policy will be finalized for board consideration and posted to the district’s policy platform.
