Rogers County commissioners approve construction, plats and bids; table AED and commissary awards

The Rogers County Board of Commissioners approved a series of contracts, bids and plats and approved purchase orders during a regular meeting; the board also tabled action on automated external defibrillators and jail commissary awards for one week.

The board voted to award the low bid for the Sheriff’s Office firearm safety training facility phase 1 to Magnum Construction for $139,700. A representative from the Sheriff’s Office told commissioners the work covered site preparation and pouring a concrete slab for the shooting area and for a future tower location. The motion carried with the commissioners voting Aye.

The board approved letting bids for the Rogers County facility maintenance building expansion (bid 2025-28). County planning and project staff discussed a possible brick facade requirement from the Claremore special district; staff said a brick option could be included as a bid alternate so bidders and the county can budget for it. Commissioners voted to let the bid as presented.

Commissioners approved the final plat for “DG Claremore” (case number 2601), a one-lot commercial plat off Highway 20 (Holly Road) with planned access from Highway 20. County staff said water and sewer will be provided by the City of Claremore and that annexation into the city limits is possible in the future. The board voted 3-0 to approve the final plat.

The board approved two utility permits: one for O&G to cross South Hickory Lane and another for Cox Communications across a local road near South 4110 Road (both recorded as orders). Commissioners also voted to let bid 2025-29 for replacement of an obsolete fourth-floor accordion fire door at the Rogers County Courthouse; staff said parts are no longer available and replacement of the single inoperable door is required.

In the jail and commissary procurement, staff said the county solicited 13 invitations to bid and received four responses (Bob Barker Company, ICS Jail Supplies, Tiger Correctional Services, and Kiefy Group LLC). After review and questions about product availability and the volume of line items (staff estimated roughly 150 commissary line items in the package), the board voted to table award of commissary items for one week to allow staff to check availability and references.

An item to place Centa’s automated external defibrillators (AEDs) on the agenda was tabled for one week after staff said legal review and vendor responses remain outstanding; staff said the item will return when additional information arrives.

On purchasing, the board approved 10 blanket purchase orders totaling $14,240 and approved an encumbered purchase order (PO 25-03540) that exceeded its original amount: a $10,000 PO to Claremore Tires exceeded by $724.77 to cover additional vehicle repairs. Commissioners also approved an engagement letter with Bledsoe Hewitt & Collison to prepare the county’s 2025–26 estimate of needs for a fee not to exceed $95,100.

The board appointed Commissioner Burrows as the second Rogers County representative to the Grand Gateway Economic Development Association Board of Directors and approved Resolution 2025-101 related to purchase orders for a small apartments paint purchase (presented as a county resolution).
