Rogers County holds closeout hearing, approves CDBG closeout resolution for Busheyhead and East Foil water project

The Rogers County Board of Commissioners opened a public hearing and approved a closeout resolution for the Busheyhead and East Foil Water System Improvement Project, 18550 CDBG 21, after receiving no public comments.

The hearing was opened “for the purpose of receiving comments on the performance of County Rural Water District number 3 regarding the completion of project activities,” Commissioner Delosier said before moving to open the hearing. The board closed the hearing without public comment and approved Resolution 2025-91, authorizing the chairman to sign and submit related closeout documents.

The county staff reported that Rural Water District No. 3 received an interlocal grant for $476,950 and that the second phase of the project — roughly 15,000 linear feet of water line and a pump station — cost about $998,840. County staff said the county contributed approximately half of that phase’s cost through the CDBG grant and other support; King Estimation was the contractor listed for supervised work. No public speakers registered comments at the in-person hearing.

Commissioner Delosier made the motion to open the hearing and later to approve the closeout resolution; motions were seconded and approved by roll call. The board recorded the public hearing as opened at 9:16 a.m. and closed at 9:18 a.m.

The action completes the federally funded Community Development Block Grant closeout step required when project activities are finished and the county had previously adopted a citizen participation plan that called for this hearing when the project began.
