Committee adopts third substitute for registry recodification bill, moves SB 41 to consent calendar

The bill, introduced as a recodification of the kidnap/child-abuse/offender registry provisions, contains no substantive policy changes, sponsors said; the changes are intended to reorganize and clarify existing statute language.
Dr. Michelle Leslie, director of the Sex Offense Management Advisory Committee (SOMAC) under the Commission on Criminal and Juvenile Justice (CCJJ), told the committee that SOMAC unanimously recommended recodification. Leslie said the current statute has been amended repeatedly and become hard to read for registry subjects and professionals who use it daily.
Representative Hall moved to adopt substitute No. 3 and later moved that the committee give SB 41 a favorable recommendation as substituted. Both motions passed by voice vote. A committee member requested that the bill be placed on the consent calendar; that motion also passed.
Committee discussion was brief. A sponsor and other members described the measure as technical recodification only and indicated there were no policy changes in the substitute.
The committee’s actions forward SB 41 to the House floor on the consent calendar for consideration without additional debate.
Votes at committee: motions to adopt the 3rd substitute and to pass SB 41 as substituted were adopted by voice vote; the motion to place SB 41 on the consent calendar also passed.
