The Clark County Urban County Policy Board elected Mayor McCoy as vice chair for 2025, approved the Oct. 14, 2024 meeting minutes and adopted the board’s 2025 annual work plan during its Jan. 13 meeting.
The vote on the vice chair was carried by voice after a nomination from Chuck Green and a second from Troy McElroy; the board then approved the minutes of the Oct. 14, 2024 meeting on a voice vote. The board later voted to adopt the 2025 annual work plan after a motion by Troy McElroy and a second from Chuck Green; Rebecca Royce of Clark County Community Services presented key items in the plan before the vote.
The adopted work plan lays out recurring agenda items and special topics for 2025. Highlights the board approved include a consolidated plan overview with the county’s consultant, training on the Neighborly scoring system for grant applications, presentations of CDBG and HOME applications and scoring in February, funding selection in March, a possible April meeting for a draft consolidated plan presentation and a June session to review HUD action-plan metrics and a return-on-investment comparison between tenant-based rental assistance and multifamily housing investments. Royce told the board the calendar also flags program-year timing and HUD reporting deadlines and that staff will circulate the written work plan and related dates by email.
Board members acknowledged constraints facing some jurisdictions — particularly environmental-review delays that may make some applications infeasible — and agreed to continue coordinating with staff on those issues. Chair Glenn Young said informal outreach with member jurisdictions revealed persistent environmental-review obstacles that the board will need to address in its upcoming work.
The board set the next meeting for Monday, Feb. 10, 2025, from 9:30 a.m. to 12:30 p.m., when it will hear application presentations.
Agenda items passed at the Jan. 13 meeting will be reflected in the board’s minutes and circulated to members and applicants.
